On Wednesday, 14 November 2018 at 09.00-10.30 hours, at Napalai Ballroom, Dusit Thani Hotel, Bangkok, Hon. Dr. Thamrong Dasananjali, Member of the National Legislative Assembly of Thailand as the President of the WSPU, chaired the 2nd day of the Plenary Session. The meeting adopted the reports of the Plenary Session and of each panel discussion of 13 November 2018. The important substance of Panel Discussion I : “Roles of the Parliament to Ensure Lifelong Learning” emphasized role of significant scouting to encourage youth for lifelong learning by means of the substantial support of government and parliament to promote education in particular non-formal education. The major substance of Panel Discussion II : “Possible Contributions of the WSPU to Achieve SDGs”points out the possibility of WSPU collaboration in order to achieve SDGs by means of giving parliamentarians the parliamentary handout to be the guideline for them to achieve practical implementation of SDGs.

 

The vital substance of Panel Discussion III : “Scouting and Parliamentary Roles in Synergizing Efforts in Response to Global Challenges” proposed guideline on best practice in order to accomplish its aims such as granting subsidy, supporting the enactment of legislation, recognizing voice of youth, and realizing the value of scout. The meeting considered and adopted the “Bangkok Declaration” on Roles of Parliament in Supporting Scout Movement towards SDGs Achievement, and the report of plenary session. Subsequently, a representative from Libya expressed an idea of having other official languages for the WSPU meeting. After that, the meeting approved of the Republic of Korea hosting the 10th WSPU General Assembly in 2022. Then the Republic of Korea presented its readiness for preparing the next General Assembly mentioning the previous experience of hosting the meeting. At the end of the meeting, H.E. Mr. Teerakiat Jareonsettasin, Minister of Education of Thailand, delivered a special address entitled “Cooperation between Scouting in Thailand and the World Scout” emphasizing the connection between the principles of scout and roles of parliamentarians by specifically mentioning the essence of scout for everyone to learn. Finally, Hon. Dr. Thamrong Dasananjali, Member of the National Legislative Assembly of Thailand as the President of the WSPU, gave a closing speech.
